[NEED HELP] Setting up a R63C retro

Hello!
I'd like to setup a retro, but can't find a fully working system, and would love it if someone wanted to help me?
The retro is being setup on a Windows Server VPS, and you'll get access to the VPS when setting up.
The retro should be R63C, I dont have any swfs or files myself, would appreciate if some of you had!

french hotels use R63C, so it does exist

I'd recommend only using xampp for testing though, setup IIS on the VPS
