GTA SA Need help desperately!

Today i downloaded SAMP and GTA SA! I was super excited and couldn't wait to start playing but now I have a problem, I have no clue on how to play on a RP world! I play this server:216.245.220.34:4500 but don't even know how to talk well I don't know if I am talking because no one replies! If you can help me please tell me! I will happily play on a different server if you can help me on there!

if you go into a RP sever just use /help that command will explain how to talk in character and out of character for RPing
