Hello im looking for a coder for my fansite need to code a cms and code a cpanel for site

Making a fansite isn't something you can make in a week or two. It takes a lot of time and energy to design the perfect layout and to make the perfect user system.

And since you're not capable to pay us, I don't think anyone will help you with this.

If you only want a fansite, try out weebly or webs, or something like that. And later on, learn to do it yourself.
