MYSQL problem+ access denied.

Hello, so I am trying to setup IIS, but I get MYSQL erro when I start up phoenix emu, and get access denied on the habbo hotel.
I have downlaoded and isntalled MYSQL, and should not be a problem..
The site erro:
403 - Forbidden: Access is denied.

You do not have permission to view this directory or page using the credentials that you supplied.

The emu erro:

If needed I'll let you go on TV.

Read the first line, it cannot connect to the database.
Make sure your config details are correct and mysql is turned on

If any want to join TV, and maybe show me how I do it or something, I would be happy, I'm stuck here.
Well, it should be right, and it should be on, I am new to the MYSQL program so I think its on... Lol
It says running.
I don't even know how even know how to rewrite the URL so it working.
