that means you havent extracted files right or u have wrong files, or file is missing

You dont have the /install file with the config file. Try getting the config file from another cms Obbo/Rastas Cms doesnt have it.
Search for any cms doesnt need to be rp, and just put there install folder in ur htdocs. Thats the way to fix it!
