2. I'm not sure if Phoenix is compatible with Windows 7 yet - so if you are using that, this could be the issue.
3. Post the config for Phoenix emulator - PLEASE make sure you remove your Otaku details.

There is a problem with the network, you have to disable your firewall or open some ports <3

To open your ports just go to -> windows firewall, inbound rules -> new rule, then it's pretty self explanatory.
