MOD Tool

Right so, I've forever wanted to know how to change the design of the Mod Tool, yea, I know how, but what's it called in the habboUI editor.

Can someone tell me, as I'm pretty sure I've went through the whole thing and I couldn't find anything to do with mod tools.
