Looking for a Server and CMS for RP hotel

I want to set up a RP hotel but I'm not sure what a good CMS and server are for RP. Anyone know? Preferably r63 but if not, it's ok for now. Just don't suggest the PHPRetro & Holo RP.

You may just purchase PhoenixRP.swf from os (you get aaron's rp cms and emu).
Or just ask someone that already has it and want to share it with you (i doubt you would find someone like that).

Can't buy it right now. It's either buy a VPS or buy PhoenixRP.swf. Wouldn't make sense to buy the VPS if I don't have the PhoenixRP.swf and wouldn't make sense to buy that without a VPS.
