Linking catalog_promotions to the external variables

So I was wondering, how do I connect these -

to the database so I can edit / add / delete them through the database?

You could make your external variables a php file, and grab the text from the database. I am not entirely sure if it would work but to me I am pretty sure it would. When the file is loaded, it would put the database values in place where it says the text.
