It's because you are using a screwed up staff page who use sql's that appear to be messing up the register.

If you don't have more then 10 online users you don't need "Moderators".

As said above, you should try advertise the hotel a little more to gain more users before you starting hiring. Maybe post an advertising thread on the forums in the "Habbo Advertisements" thread showing what features the hotel has to offer to the users?

OFT: I'm pretty sure that a page on that CMS skin you're using is vulnerable to SQL Injections, unless you've filtered it or removed the page completely.
