That looks like a port problem. Make sure the port is 3306.

Have you installed mySQL Connector/ODBC? You're using IIS Right? Download mySQL Community Server. Welll, I never use navicat Before .. i Use PHPMyAdmin in mine.

Make sure your mysql service is started. Usually only gives a cannot connect error when its off. Will generally throw a connection refused for port problems, bad username/password, etc.
