I have noticed the forum moderation/Administration don't use any notices or any other way apart from infractions to enforce the rules, I would suggest a moderation notice is posted when taking action or reminding user(s) on the rules.
for example today you don't use anything and just say thread closed when the moderation notices can tell the users why you have closed the thread and it's public so other people can also see why it's closed and that also benefits others for when there posting.
