I need the "winalert" command for Plus Emulator

What's this "winalert" command suppose to do? Please provide more details.

Example: Someone announces an event with the command :eventalert
You go to this event and in the end you have a winner
Then the winner gets 1 event point, than when he typed the command :winalert he would win along with a warning to everyone of the hotel, as in the picture I showed above
