What you will need:
A electronic device :

You must be registered for see links

A Devbest Account :

You must be registered for see links

First of all, Go to a Section ( If your new you should introduce yourself in the Introduction )
Second of all you should press the blue button in the upper right hand corner

and you can now make a thread!

After your done it should look like this
