Photoshop has tools to translate the page into html/css but you'll still need to do heavy work to get it resizable for all screen formats and do the back end code.
You can watch many tutorials on youtube, to learn php or nodejs, i wouldnt use photoshop's html function to create a website, but you can just edit an existing cms, would just require duplicating a theme and editing it..
