In the SQL folder scroll down to 3.x.x UPDATE TO 3.11.0.sql

MySQL said:
#1051 - Unknown table 'navigator_pubcats'
when i try to do the 3 update to 3.11

You obviously didint set up the config.php correctly.
Post your config.php here, erase all your passwords for now.
