How to add Custom Commands

Hello I am working on a v26 rp hotel and i get the coding part of C# . It seems a little simple.
But i am having trouble figuring out what file to add the code to.
Such as which CS file?And what lines directly should i start , like on the bottom or the top
im guessing the bottom , I am new at using C# but have countless books of the topic , i am just a little confused.
Where would the code for the commands be thats my major concern?

All of them. Whatever the code effects. Start with the user saying it (user.cs) and then move to what it affects and how.

Your coding the whole thing yourself or did you use a basic CMS/Emu???
