How do you design and create Apps?

How do you design and create Apps? And publish them to the App store so people can buy it?

You have to have a mac to design the App, and be a Apple Developer...

If you know HTML(5), JS, CSS(3), etc. there's a lot of services out there that will allow you to make an app with that, and plus is that they are generally cross platform, so you don't have to learn the native language of every mobile OS.

You never stated whether its an app for iOS/Android/Blackberry/Windows so i didnt include that information.

For Apple, yes you require a Developer license, but you do for other platforms aswell.
For Apple you need a mac (not sure if you can develop apps via PhoneGap without a mac).

As Josh said you can use HTML(5), JS, CSS(3) via PhoneGap, which then you can publish to iOS & Droid app stores
