I just turn my router off for a few hours usually lol. But sometimes it doesnt change

It wont change if you have a Static IP but if you have a Dynamic IP you can ​

Do you have a Dynamic or Static IP Address?
Mines great, just click the "reset" button and I have a new IP straight away

If you have a static ip try contact your ISP and ask them to change it

Your ISP might have a IP lease program where you are leased an IP and for a certain time it does not change. Unfortunatly, and also may i add why you need to change your I.P there may be other ways around your problem

I typed cmd /all it says DCHP Enabled guessing this means that.. It's dynamic i'll try to reset my router tonight.
