Open a new port and then change the port on your server properties. I had this a few weeks ago and I think it's because I ran bukkit before-hand.

Check if your ISP allows you to portforward.

Mine doesn't allow it, I'd have to upgrade.

I use to have this problem.
All I did is went into my server.properties, changed it to a random 2000th number, and restarted my server.
