The error is your web.config. Replace it or pastebin it and I'll take a gander.

Go to IIS > Url Rewrite > Import Rules > Find .htaccess file > Import

Your IIS web.config isn't in a valid XML format, you don't even have a web.config, or it doesn't have read permission for your web server.
