Help setup pls (No vps yet)

hey everyone i was wondering if anyone could help me setup a retro with xampp personally i like the older styles like the phpretro but i would love the chance to gain experience making any kind. i already have all files(r63) but nothing loads on my localhost screen but i wouldnt mind if a new cms is needed please get back to me!
