[HELP] Mysql

Hello, am just going to cut to the chase. Basically my friend brought a windows vps and wants to me the mysql and databases to a hosting website company and when he uploads them he gets "Could not connect to database" or something similar to that. If you have any ideas please reply, Thank you.

Make sure you have the right port and shit. (Make sure it goes to localhost , root , password , port)
