Why u dont make it with IIS? its better anyway.

is IIS free? i cant pay for vps or anything

Put the CMS files in the public_html folder

Edit the config.php file

Done

To clear up, yes, IIS is free.

Follow a tutorial and post when you get stuck. It’s pretty easy, nobody is going to do it for you, especially if you’re so rude.
