[HELP] Holo EMU RP Edition (Several minor problems)

Hey DevBest users,

Today I gave up with RealityRP, and switched over to The Holo EMU RP edition by RastaLulz that was released on this forum.
I will post the problems in order of importance;
Problem 1:
Creating rooms, even a user ranked 7 can not make rooms.
Problem 2:
I can't get users sent to a room that has been made via DB on log in, supporting pics:

Problem 3:
The users online doesn't update when someone logs in, supporting pic:

Problem 4:
Users do not get disconnected from server when closing client. This causes an "Opps error connecting to server" next time they try to open the client.
It will stay like this:

Additional info:
Hosted on local computer (127.0.0.1)
Running Windows 7
Running Xampp
Using the DCRs that were provided in RastaLulz's post
Using the DB that was provided in RastaLulz's post

Solutions to any of the above problems would be very much appreciated,
