Help fix navigator plus emu

Hi Guys!
I have a problem with navigator in my hotel created with Plus Emu.
As you can see in print, the rooms are listed even without having some users in it.
Does anyone know how I can fix this?

Do they disappear on the navigator when one room has users or do they stay? What’s the maximum number of unoccupied rooms the navigator shows at once (create more rooms to test this).

A bit more info and I should be able to understand what’s going wrong.

It does this so the navigator is never empty.
