Help Coding a CMS!

Hey everyone, I was wondering earlier how to Code a Habbo Retro Content Management System. Well, I'm just wondering what sort of things I'd need to know. What skill and Knowledge i'd have to have. For a start, what programming language do I have to use? PHP, Java etc. Any comments would be much appreciated.

Yeah, I will. I'm currently learning PHP, which I've heard is the most Important. I think I'll get a team together that can code other languages.

Oh, sorry. I'm guessing the layout goes at the top?

HTML and CSS layout is what it is going to look like. ( Habbo theme is different to the normal RevCMS theme ) that is because the person who made the habbo theme change the css and HTRML. Hope I helped.

if you don't know what a layout is you shouldn't code anything at all.
