Help /ase wont load correctly!

So my /ase wont load? Here is the error:

You must be registered for see links

I tried reinstalling helicon ape but it wont load, I dont even think thats the problem to be honest everything else loads the website client etc its just the /ase that needs fixing im using localhost as its a test hotel before i buy a vps! Thanks.

I'd download CMS with working ase and then edit it.

Install helicon ape then reload IIS through the IIS site settings.
