Having issue's creating my retro, please help!

Hi everyone, excuse me as I am new to this and learning.

I am currently following this tut

. I had no issues with the first tut, but the second I can't get past the IIS Recommended Configuration install on web platform installer5.0. Everytime I try to install I get this -

Also, when I try to add roles and features in server manager I can add everything except .netframework 3.5 -

EDIT: Not sure if it matters but I purchased a VPS with vpsserver and got the one for $20/m.

Before I do anything on a new machine I make sure there's no Windows Updates, sometimes these install vital things to be able to progress with anything.
