Can someone help me setup a habbo retro IIS I would be willing to pay or give owner to ever helps me get it done.

There are many tutorials and if you can't setup IIS, I don't recommend you make a retro.

I can set it up n stuff I just keep getting 403.14 and 404 erros which I couldn't fine the fix

Go to your temp and see if "apppools" is there if not add it.

Yes, but there should be a temp folder in your Interpub folder (if that's what's called)
