How do I fix this on Windows Server 2008 R2! I can't make my retro because it keeps showing me this error. Looked all over Microsoft forums and google and can't figure it out.

I did and they could not resolve the issue.

Uninstall and reinstall web platform installer. It's been glitchy throughout the past few days, microsoft has confirmed they're working on it.

Or you could use your brain and manually search for the shit that you need downloading? mySQL server 5.5, PHP 6, .net framework etc. You can't just rely on web platform installer as in some cases it can stop working such as now.
