You actually can use Paint.net for this I'm sure that there is a tutorial somewhere how to make such banners via Paint.net.

I actually made a tutorial on how to make banners like these under the tutorial section. Not hard at all to make them

Can I get this banner with the logo the same but saying "Habtel" instead?

We currently don't have a logo so if you want to have a go at that, you sure can but if not just use a font generator, could you make it say 'Crane' (no quotations) and animation is nice, but ultimately, that's up to you!
