Grand Chase - Possible to Make a cloned game of it?

I've looked there so many pages based on dev.

As its in the old archive section, my guess would be that there isnt an active development for it or there are not many people developing it as alot of the threads date back to 2010 and such.
However after taking a brief look over it, in the tuts section there is a guide for v2 server which looks like its had some recent posts.
