Getting spammed with users Plus emulator

So i'm getting spammed with users and don't know how to fix this I've tried to limit it to 250 online but then it becomes 250 online and a guy is spamming me with users and i've contacted my host and they said that they limited my max 3 connections per user but someone is still spamming me with online users. (It messes up my online count)

It seems like someone is TCP flooding the emulator port. If you're using a TCP proxy, then there's nothing much you could do.
