Friend can not portforward?

Hello, me and a friend are trying to make a R63 habbo retro. All is good until the point of portfowarding, some how he can not get it to work and doesnt think his router allows the ports needed, how can this be fixed? We really want to get the hotel online!

What port would you suggest? Surely a router cant not-allow any of the ports needed?

you dont need to portforward from your router you can open your ports via windows firewall with advanced security
