If you are using xampp, check if mysql is turned on. Also doublecheck that your connection to db is correct in your config.ini.

I'm not using xampp using it through iis and also checked everything in config.ini and everything should be correct.

Like SaW said, make sure that your configs are correct in your config.ini in your emulator folder. "Failed to connect to the specified MySQL server" means that either the username / password / db is incorrect.
