Download URL Rewrite 2.0. Also check that you have the correct version of PHP Installed.
Or make sure your .htaccess or web.config is correct.

Import your .htaccess rules to url rewrite. If you have url rewrite tool Google if you don't know how

go to Windows > Search (server manager) > on the left side it'll be a dropdown box, dropdown all the way to your root file website (inetpub or the xampp one idk it), double click that. Then in the main window find url rewrite, double click it, find on the right hand side "import" click import, then load up ur .htaccess file then run it and apply changes.
