Emulator Shows Different IP & Unable To Connect To Client

So I'm trying to setup my own VARS,TEXT & DCRS but it will wouldn't work. I looked at the emulator for any change but there was none. I looked at the stuff on the emulator and had an IP that wasn't mine.I searched the IP in the holodb.sql and I did find it there.The settings in the PHPRetro Housekeeping are correct of course.

Done. The client loads for like 6 seconds but then it gives me an error. I also edited the external_texts and changed all the urls
to my url. There are two files that are external_text.
1. external_texts.txt
2. external_text.txt

You set up your ext texts/vars wrong do you have team viewer?
