For features, probably.

I'd recommend Comet as it's proven stable and feature rich. Plus if you're new to development. Arcturus Morningstar (better and open source verison of arcturus) if you completely trash because it has a plugin system so it takes 1 second to insert functions.

I perfer Plus, or HabboEMU( Based of Plus)

It is easy to edit and add commands and work on, but if you dont want to work on Commands and everything i would recommend Arcturus Morningstar
