Do I have to upload database.sql for my site to work?

You have to upload your Database.SQL to a database with PHPMyAdmin, just go to localhost/phpmyadmin and create a database, go to import and import it, done.

i did. I uploaded holodb.sql, now do i have to upload database.sql?

Ohh, Holo, well, I haven't set up a Holo in some time, I think you only have to upload holodb.SQL and done, but you could give some more detail so I can help you further.

The file you usually have to upload is called holodb.sql thats all you need to upload. Maybe emu is messed up. Try a new one.
