Disconnect xampp 1.8.1

I had a hotel for like weeks and because otaku went offline i decide to make an r63b hotel.
I thougt i will remove xampp and do it al over again.
Everything goes well, the hotel works and the next day the emulator says that there already an item is enabled of something. I decide to delete the emulator and xampp. Now when i have installed xampp if i want to enable/turn on apache (he's installed, green checkmark) it got stucks. How to make him connect him?

Could you please rewrite this in English?
Its a jumble and makes no sense at all.

All i can gather is that xampp wont start?
If i am correct there was a version of xampp which was quite buggy on certain OS versions, however i recommend you do not use xammp for a public server. Look into IIS
