From previous threads regarding the same topic in this section, I'd have to say fiddle with your rank permissions and make sure everything is there. That's normally the problem.
Make sure your rank is there along with the permissions. After you have esied them reload your emulator since you won't be able to use the updat_permissions command since you cannot talk.
