DeltaCMS And RevCMS Is being a Bitch

First of all deltacms fucking client doesnt work for bullshit, and rev is having a error for no reason i knew how to set up all this now being shit to me, but i mostly care about RevCMS 1.9.9.9 it says this

Parse error: parse error, expecting `T_CONSTANT_ENCAPSED_STRING' or `'('' in C:\xampp\htdocs\global.php on line 22

I didn't do the config at all it all correct,here's the global php i dont know what's wrong with it,

Im running it on my computer just to test if cms work, then put it on my vps, so theres less lag on the vps, And trouble.
