Flash will never die. It will be unsupported on some Browsers. But still work on a few unheard ones.
Since HTML5 has become a thing it kills the purpose of Flash.

But you could end up making an application to run your SWF.
Flash will simply continue on the path of Adobe Air most likely.

Or you could end up finding something which has the same purpose of Flash or is a Flash replica targeting ActionScript 3.
There is already some projects like this which support AS1.

CMS is just a Web Application if you want you can make a retro without it. It's the matter of which Client they will use.
And even though people are working on HTML5 projects. It's good but kills the entire purpose of Private Servers when these developers are doing more than what the original developers are.

Making a HTML5 now at this time would just be too long and the developers wouldn't be able finish it in time unless they are working on it intensively and are professionals in this type of field.
Which in the retro scene many of those type of people are no longer here.

If the question is what you will do when Flash will be unsupported?
Make an application being able to run AS3 and by this time Habbo would complete their ongoing project and what this would mean is Private Server developers would go into action trying to re-create the new client.

Also (Some people think Habbo will become an application since it's Unity but it also supports Browsers).
