Creating a Moderator Notice

Hello,

I am having issues with setting up an old BBCode that was used in afew forums I was part of. It was known as Moderator Notice, I have been having issues with setting it up. I have tried searching for it with no luck at all, not even a plugin is shown. Please note that I am using Xenforo as I have not seen anyone create such a plugin for that forum software.

For those who do not know what I am talking about I have attached a screenshot link below, please help me ou with this if you can.

This is a part of XenForo. Click "Warn" under the post, then when the warn pages opens, click "Content Action", then select "Post a public warning" and fill in the field with the public warning.

No plugin needed.
