Creaating a CMS Question

Okay I am going to make myself a small habbo CMS and maybe release it if it is worthy. But my reason for posting is asking whether I should create the pages first then add the design later or if i should create the design then add the coding around it. Or if i should create them side by side.

I personally focus on the looks first, then functions as it'll be easier to integrate the codes then. But that's only my opinion though. I would suggest coding the layout first, then adding the code inside the design.

Unless you're going to code in OOP with a template system, I think that it'd be best to code around your design.

Okay thank you very much for your feedback xD. I hope to get it done within the month. But proberbally setting myself too tight of a deadline as I am looking to get it set to maximum security.

Do it either way, it's your design and it's you who is designing it; Do what's best/easier for you.
