Request Convert to .gif?

Anyone able to convert this to a .gif without losing image quality? If you can make it look orange'y would be great for my cms, if not blue is fine

Because most images for a retro related CMS need to be in .gif as thats how they are linked in the HTML or CSS.

My guess: he opened the png in photoshop and saved it as a .gif
