CHMOD Help

I have NO IDEA how to CHMOD Files in a windows

Please tell me how to do this D:

The Project im working on says:

The directory C:\inetpub\wwwroot/internal_data must be writable. Please change the permissions on this directory to be world writable (chmod 0777). If the directory does not exist, please create it.

(Not sure if this is needed or not, but This is my VPS)

1. Open command prompt
2. Type:

chmod 0777 directory (chmod 0777 C:/tea)

Should work.

Just select allow modify i don't think windows has the "chmod" command.
