Cheater Buster - PHP (/HTML/Java)

Alright, to get straight to the point: I am looking for a small team to help me with a project I have been thinking of for a while.

Cheater Buster
The awnser to the question "What is Cheater Buster?" is pretty simple. Basicly, its a website where cheaters on [Minecraft] servers get publicly listed. Now the idea isn't focussed to make them feel ashamed, but mostly to inform a variousity of servers, and thanks to a API script people can intergrate our system and check if the people have previous cheating/hacking experiences on other servers, also with proof, etc. - the works.

What do you need to do
As I don't have that much experience with API's, I am looking for someone with more then the basic knowledge of PHP - and I need to be sure you are able of writing scripts from scratch. HTML and/or Java experience are optional.
