Can't portforward..? [help]

So i fallowed multiple TUT's on how to port forward [including portforward.com's] and my router does exactly as it should [according to the TUT's] but it just doesn't work, when i use a port checker it says that its closed/timed out.
I've used programs to do it [didn't work] and i DID disable the firewall thing, anyone help?

No i don't not as far as i know, i unblock anonymous requests if thats what you mean?

Control Panel > Windows Firewall > Disable Windows Firewall

Yeah i figured that out, but that didn't work,
